Apple IPhone Account locked out.

I have a relative who has been locked out of her Apple iPhone account, to get it reinstated she has to provide a receipt of purchase which she has lost I’m afraid, can anyone give us some advice as Apple Support have not been at all helpful?!?!

How did she pay for it? Would she have a bank or Credit card statement that shows the purchase or could she get hold of one from her bank if she knows roughly when she bought it?
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.
