Signed up yesterday to Rise fibre. I no longer wish to proceed. They arranged for an engineer to visit next week and have sent out my router.
They explained I have a 14 day cooling off period.

Tried all day to contact them but no answer. When I contact sales they say wrong department and put me in a queue with no answer after 40 mins.
All emails sent regarding contracts and delivery’s being returned as not monitored email.
Don’t know what todo?

https://risefibre.co.uk/terms-and-conditions mentions phone number 0333 2200 550 for cancelling. Is that the one you have tried?

It could be worth sending a letter to cancel the agreement within the cooling off period of 14 days to their address: Suite 3, Beech House 1 Cambridge Road, Hale, Cheshire WA15 9SY
Hopefully you still have time to get it to them within the 14 days. I would be tempted to send it by Royal Mail Tracked to be able to prove it got there.
Either that or try phoning first thing in the morning before the queues get too long.0
