Unfair Horizon parking ticket

    Hi there, the keeper's appeal to Horizon came back unsuccessful. 
    However, they have not given another 14 days to pay the reduced (60 instead of 100) fee.

    Would Horizon be obliged to give another chance to pay the discounted fee if the keeper identify the driver? If not obliged, do you know how likely?

    I know the keeper can go to popla, but I was checking the information and I am not confident popla will overturn this. And the keeper does not want to deal with all these mess of court paperwork.

    Of course the appeal to the parking scammer was unsuccessful; it woiuldn't be a very good scam if they caved in at the first opportunity!

    You should be able to transfer liability to the driver BUT parking companies play the game and say the time to transfer has passed - even though there is no time limit in actuality.  Do you want to throw the driver under the bus?  If they accept the transfer, the driver should get a notice to driver in their own name.  It is often recommended to do this if the driver is a more robust person than the keeper.

    Yes, that is what the driver was thinking, to avoid having to deal with court case if it gets to that. Do you think there is any possibility to get the invoice reduced?

    Thank @Coupon-mad, we have read in this forum and found not much information to give us clarity whether we have a case. There seems to be other cases in this forum where people were charged because of the ANPR picking their number plates although they did not actually parked in the car park. There is no image to show the car parked outside on the street. It is just the keepers word against the ANPR really.
    Now, the NTK sent by horizon seems to be popla compliant (which has been the most successful appeal case against horizon). 
    You can find a few cases of horizon taking people to the courts in this forum too. So, they are prette serious about it.
    The keeper just want to avoid the courts, so paying the invoice, although unfair, might just be the best option.

    Did you read what happened in the end in all these Horizon cases? Show me one that went to a court hearing? Clue: they don't.

    There is no risk. They'll pay nothing.

    I very much doubt that they will have to pay anything. It won’t, based on other cases, end up in court

    Thank you for the feedback. It really helps because it is a lot of information and sometimes a bit overwhelming. I know there is a lot of information in this forum, but now if the keeper appeals to popla, should he disclose the driver? or not? I am wondering if one can argue as a keeper, and not being the driver, that the car was not parked in the car park. Is this the main argument in the popla appeal? Should the keeper include the photos showing where the car was parked? 
    Another question, would anyone know and be ok to recommend any service that can write the appeal for the keeper (for a fee of course)?
