Three parking fines at Tesco Hove by Horizon

I have recently received THREE PCNs from Horizon. I am the keeper, not the driver. I have successfully appealed on the PCN issued on 13th Oct 2025 for a parking event on 23rd Sep 2025 (the first parking ticket, received by post around 20th Oct), quoting their PCN was not compliant with POFA and also attached a shopping receipt found in the car. Their reply was below;

"I can confirm, as a gesture of goodwill, the Parking Charge has now been cancelled and no further action will be taken in this matter. 

Please note that further Parking Charges may not be cancelled."

My concerns are that I have two other PCNs. One was received on 20th Oct 2025 for a parking event on 7th Oct 2025. I have made an appeal by supplying the shopping receipt, but no reply so far, despite this was sent out before I made the appeal for the first ticket issued on 13th Oct. May I ask if I could appeal again on this one, adding their notice was received after 14 days? 

The last PCN was issued on 22nd Oct 2025 for a parking event on 14th Oct 2025. A shopping receipt for 14th Oct was also found in the car. I would not have received so many PCNs, if they issued the first one earlier. I am drafing for the last parking ticket appeal. I went to Tesco Hove, but was fobbed off by their staff. I did not even have a chance to see the manager. There was no sign or reminding messages at the exit or entrance of the store either. I did not find one. Can I get some advice, if possible please? I don't even know what would be counted as sufficient signs or insufficient signs. Any links or advice on this? I am thinking to use "lack of signs" as an appealing ground, but I don't know if I need to provide any picture proof. In addtion, I wanted to supply the shopping receipt, but the reply from Horizon seems to imply that no future appeal would be acceptable.

As for being fobbed off by the store: a. I wouldn't accept that, and b. I wouldn't shop there again.

"The gesture of good will" made me feel infuriated since they were acting fundamentally dishonest. A rightful cancellation is being reframed as their own generosity and discretionary favour. How condescending and dismissive this is!

Hi Coupon-mad, 

Sorry to bother! I can't find the Tesco entrance signage in the threads or the newbies announcements anywhere. I have been to the store myself to take a lot of photos, but I only took the store entrance photos, not the car park entrance photo. Silly me! Is it possible to let me know where to find your photos. I mentioned this in a number of threads I read, but I just can't find the actual photo myself. 

By the way, I just realised that Horizon had changed the wording of PCN. I will upload it here to compare with the older version.

Dear all, 

Hope I am allowed to upload the latest PCN from Horizon here. I think this is POFA  compliant now, Is it right? They changed the wording in the second page.

For comparison, please see the earlier one which was issued on 20th Oct. The wording in this one means it is not POFA compliant, is this right? I am not 100% sure about this. Any advice will be highly appreciated!

I tried to resubmit the appeal that I made against the PCN issued on 20th Oct, but found that I could not even see the content of my appeal. Although I was not the driver, I think the wording of my appeal and supplying the shopping receipt may have implied that I was the driver! A terrible mistake!

If declined by Horizon, is there any chance that I could appeal with Popla to rectify this? 

Any advice will be highly appreciated!

The photos proving the lack of entrance signs (and no extra signs to communicate the change to only 2 hours free and the sudden and uncommunicated reintroduction of the VRM validation after 5 years) will win at POPLA, even for the POFA PCN.
