NatWest are a no these days (asked for driving licence/passport upload.)
Parent with a paper driving licence opened a Nationwide, so it would depend what else they will accept as proof of identity (council tax was used as proof of address.) They applied online but were asked to visit a branch with the items.
Barclays seem to insist everyone goes to branch, but if you are local and they don't need photo ID, they might be worth a go.
Birth certificates are usually only accepted as proof of ID for under 18s.
Birth certificates are not as good as proving who you are as they used to be!0
