Is fitting a water meter compulsary?

Hello all,
I've recently had a letter from Thames Water stating that we need to contact them to arrange a date to fit a water meter in our home. We've always been happy not to have a meter fitted as we use a fair amount of water for health reasons, but the phrasing of this letter makes it sound like this is a mandatory meter fitting and not something we can opt out of.
Thames Water were very vague when we called about this and didn't give us any real answers, does anyone know if getting a water meter fitted is compulsary?

Installing meters in our region
We’re fitting free water meters for all customers to help save water as part of our metering programme. This is because our region is classified as ‘seriously water-stressed’. The Water Industry Act 1991 enables us to meter properties in water-stressed areas.
