We had a group of Jehova's Witnesses doing this. I think they get pictures of peoples front doors so they can hand write letters to them. At least that's the only reason I can think of as to why there were a group of 5-6 of them outside taking photos but NOT knocking on doors2

I've had hand-written letters (or letters using a very convincing font, if they're not hand written) from random strangers talking about religion, but they're always addressed to the house, not to me, so I accept that these things are "a thing", but I don't know why they'd drive around taking photos of the house just to be able to write a letter.1 -
If all the houses photographed are of the same style then I think the council tax band appeal is very plausible.
Otherwise if all the properties had similar dormer or other extensions it could be for a planning appeal for someone who's had one turned down.3 -
A lot of reasons but still concerning.
Got to admit I took have photographed gardens so I could follow or remember the planting but not 2 or three close together.
Do any of your neighbours have ring doorbells or similar? Are they aware?
Burglar types wouldn't be so brazen. They tend to drive round at night looking at overall overlooking windows and such.
I lived next door to a family of 6 of them, fairly stupid ones but still annoying.I can rise and shine - just not at the same time!

Million and one possibilities. Another is that one of the properties has been put up for sale and a prospective purchaser, or the agent, has photographed the adjoining properties to better understand the local area. If a prospective purchaser the photo's could be for a partner who couldn't come along.2

I had a couple of ladies, park outside our house ( a small close)
One suddenly jumped out and took a couple of photos of the house.
I went out (she was back in the car as i walked down the drive but she got out with a bit of a Hmmph to the lady next to her) and politely asked her why? She was working for a bank (and named the bank) who wanted evidence that the house existed, probably because a new account had been applied for.
Not me but checked with sons and they had applied for a new bank account for their business. High street name - I think maybe Lloyds.
I had their car reg. probably 5 years ago.0 -
