UncleZen, we need a pic of this tap.
If it's 'ceramic', then we'll need to explore the supply to it as the likely cause. If conventional 'washer', then the tap itself is faulty and needs dismantling or replacing.
Is your DHW (oops, sorry - Domestic Hot Water) system supplied from a CWS (argh - Cold Water System) tank in the loft?

OP said it usually does a few turns.  One of mine that is rarely used does that.  Likely a strip down of the cartridge and lube the threads with some plumbers silicone will fix it, just "working it" will probably give a few weeks relief. But if you can't do it yourself it is a bit expensive paying someone as it is an all labour no parts job but also something a plumber wouldn't want to do as it is not a guaranteed fix.

@danrv thanks. I think there are isolation valves, I'll have a look.

Can you tell, just by looking at the outside if its ceramic or washer?
Hot water comes from a tank.

I'll answer once you post the pic :-)
But usually, yes, with my x-ray screen.

By 'tank', do you mean fed from a big black tank in the loft? If so, that's a 'vented' DHW system, so at much lower pressure. It's not uncommon for airlocks to form under certain conditions. Tho' it wouldn't explain why both supplies have stopped.

That's a conventional 'washer' tap, so you'd expect the knobs to turn multiple times from off to fully on.
The fact that they now only turn a quarter of one turn indicates it's kaput.
They can be fixed, but it requires dismantling. Quite DIYable if you want? And you have good spanners, ideally ring or socket? Especially if there are isolating valves fitted - are there?
(It's unusual for both the H and C to fail at the same time, tho'!)

I believe there are isolators on both pipes, but I'll have to take the bath panel off to have a look.
It sounds like its worth a diy go.
    Thanks for your help 👍

    You are welcome.
If you find isolating valves, that's good, 'cos it allows you time to dismantle the taps in situ, with no rush to fix.
So, first find the valves. Then report back - we'll guide you

    That looks like a Swirl.

Hopefully it can be fixed by just taking off the taps and having a look at the valves.
The connecting pipes are probably copper/compression fitting which can be reused if need be.
