Mixer taps, no water, hot or cold

There is a rarely used mixer tap in the house in the spare bathroom.
It usually just works, until today. 
There is no hot water and  no cold water flowing out of the tap, also both taps only turn about quarter of a turn. It seems to have just packed up having not been used for a few weeks.
Am I looking at a plumber fitting me a new mixer tap? Or is there something I can do?

    Too little information to make an educated guess, but quoter of a turn is a norm for most ceramic cartridges.

    Are you in a hard water area?
    Yes, but I have a BWT water softener that also (coincidently?) Has just packed up.

    ISTR = I seem to recall
    BWT is a brand of water softener
    WWATA I've no idea, I'm sorry

    Sounds like the mixer tap just needs an internal clean up. Shouldn't be too difficult to do if isolation valves are fitted.
