Is the surgery saying that they knowingly used the "wrong" address for the 2nd line? Regardless, it's hard to see what a doctors surgery is doing that demands 2 fibre services.

Thanks for that well bit of an update. An openreach engineer and area manager have just popped into the SILs place of work for food. She has advised them whats been going on. They are going to speak to the drs surgery and have a look in the cabinet close by to see what they can do to assist and how she can go about it

Slightly different issue , but what happened and the ‘fix’ may also work here ….on another forum , the question was someone in a rented flat had (they said accidentally) cancelled their copper pair FTTC BT broadband, and later (doesn’t say how much later ) tried to get their BT broadband switched  back on , but the flats now had FTTP available , and was only offered FTTP , the poster didn’t want that (presumably fearful of the landlord) they wanted the copper line back on .
The result was , after speaking  to BT (rather than trying to do anything online ) , they have got a ‘copper pair’ order raised even though FTTP is strictly speaking the default for new lines , your SIL , may be able to do this , as it’s exceptional circumstances and get the copper line re-established, then she wouldn’t have the hassle of the Doctors FTTP service with her address on it complicating matters….presumably the OR people were thinking along those lines if they were checking in cabinet’s , as FTTP doesn’t use cabinets, only FTTC does .
