UK Parking Enforcement LTD - help please

Hello, my dad received a PCN for 'parking in a restricted area' in a shell petrol station in Ilford, from UK Parking Enforcement LTD.
Date of alleged contravention:
23 March 2025
First and only letter received is dated 12 August 2025, was received in mid September 2025.
My dad appealed it and they rejected saying:
"It is the driver’s responsibility to always ensure they are fully aware of and adhere to the Terms and Conditions when parking on private land. "
My dad tried to appeal this himself and I wasn't aware, not sure exactly what he wrote in his appeal but he may have admitted to being the driver or ticked driver on the online appeal, he doesn't remember.
His appeal was basically that he used the pump and left like a normal customer within a few minutes and there was no parking in a restricted area.
The images they show were of the car at the petrol pump, then exiting to the main road waiting for traffic to clear so car can exit, these images are all within the same minute...there is an additional image of the car at the pump like half an hour before the exit, dad claims that image wasn't there when he appealed and he has no reason to sit at the pump for 30 mins.
He asked the shell petrol staff if they can get it cancelled they brushed their hands of it and said they can't do anything it's managed by another company etc, had no luck finding land owner info.
I noticed the 29 days thing in the letter so thought maybe this could have been a golden ticket non pofa type thing based on my brief reading around here..but as he likely said he was the driver in his appeal i assume that can't be used with POPLA now?
What are my options now? They say it can be £60 paid within 14 days or POPLA appeal but will be £100 if unsuccessful.

This is letter is dated 12th August 2025, it's the only one he received and came a month later in mid September.
Shell location:
Shell, 200 ilford lane, ilford, ig1 2lw
Time on site.. my dad says he was only there for a few mins filled up and left at 15:38.
On the PCN there are numerous pictures at 15:38 of his car at the pump and then driving out/leaving within that minute, and one singular picture of his car at the same pump, from a different camera angle, at apparently 15:15, so over 20 minutes prior... he says this never happened and that image wasn't there when he first saw the PCN and appealed, I don't know if that's true or relevant, no way to find out. He does frequent this petrol station and thinks they added a pic from a different day or just added 1 pic with a modified date but who knows.. it's not even clear if the alleged length of stay at the pump 20-25mins ish is what they are counting as 'parking in a restricted area'

I thought that your original timeframe must be incorrect, hence the questions about dates
UKE LTD clearly didn't try to comply with Pofa2012 deadlines, but if the driver admitted being the driver, or inferred it, then Pofa2012 went into the bin
They are relying on their KADOE contract with the DVLA, 6 months to obtain keeper details and one month to get the pcn to the keeper, which they did
I am not sure that this can be argued at popla, but wait for further replies
I doubt that they will try a court claim, but even if they did I expect that the victim would win with our help

To me that looks like the singlar picture from another camera has the wrong time on the camera. If it gets to any claim I would be insisting on evidence from both cameras showing starting and end time at the pumpqaiszqaisz said:

Just complain that the PPC is threatening keeper liability under the Protection of Freedoms Act 2012 (the law) in their NtK, when they have no justification in doing so as their NtK hopelessly fails to comply with PoFA (explain dates between the parking event and the issue of NtK). Tell them that this is misleading and unlawfully threatening.Ask them to investigate and report back to you, with details of what sanctions will apply. State that you are aware that in the past, similarly offending PPCs have received temporary bans from accessing DVLA data.Please note, we are not a legal advice forum. Make sure your very first appeal point will be 'No Keeper Liability' where you will highlight exactly why that is. Some POPLA Assessors are not the sharpest knives in the drawer, so you will need to spell it out very simply for them.Let's see your draft before submitting. Don't miss your POPLA deadline. This should be very easy to get POPLA to uphold your appeal.Please note, we are not a legal advice forum. Will that even work saying no keeper liability in the POPLA appeal? can't be sure exactly what he said as he didn't keep a copy, but think my dad has already stated or strongly implied he was the driver in his initial appeal, and/or ticked 'I was the driver' when filing the appeal.
