you can "appeal" but beware that the parking companies do not have any form of independent appeal system
they make money through issuing parking charge notices its in the parking companies best interest to issue as many parking charge notices as possible using any means possible and canceling them wipes out their income.
They could even say red cars only in a red space, for example if your car is magenta then a parking charge of 100 (reduced to 60 for early payment) will be issued.
Where is this hospital and the associated car park that was used?

"The BPA has surely become one of the most socially dangerous organisations in the UK"3 -
You have an invoice for breach of contract from a greedy bunch of unregulated scammers, the appeal system isn't worth a bean it's all a sham all they are interested in is money. If you had no idea that you had to input your VRN into a terminal the signage that is supposed to make a contract must have been non existent, hidden, unclear or confusing all tactics used by parking companies to trap you.You could name the site on here so people can help you find the land owner or contact. The other thing is that if this was a temporary set up the staff should have pointed you to the terminal if it exists. You don't have a "fine" it's just a bunch of lowlifes that have devised a way of extracting money from people with an easy route to find a victim.Follow the advice on here the regulars will help you through it, and read through the stickies above.4

It was Harold Wood Polyclinic in Romford.
I called and emailed multiple entities trying to find a way to get in touch with them. All unsuccessful.
My last attempt was an email to NELFT PALS. No response so far and I am not even sure they cover that polyclinic.
The signs said staff and patients parking in bold and I failed to read the small print, which could potentially inform me about the VRM inside.2 -
Shouldn't be this difficult to determine who is responsible. If NELFT PALS fail to respond or deny they cover the site email a complaint to NHS England via https://www.england.nhs.uk/contact-us/
Tell them the depts you have complained to and all deny responsibility for the site at Harold Wood Polyclinic in Romford.2 -
I called NELFT PALS and they said they don't cover the site but will email me some contact details. It isn't easy to determine who is responsible.
I have about 5 days left until the 14 days deadline on the "discount" expires. Do I carry on with complaints and let it lapse? Or submit my appeal at the same time?
1 -
The deadline for the appeal is 28 days, not 14 days
14 days is the mugs discount for early settlement of the alleged debt by people who won't stand their ground
So any appeal should be done around day 25 or 263 -
The PCN got cancelled.
NELFT PALS staff took matter in their own hands and emailed someone at NHSProperty to deal with my request.6 -
Good to hear. Double check they have actually done that by going onto the ParkingEye website and entering the PCN info as if you are going to pay (but obviously don't) and see if you can no longer pay/appeal etc.Quitto said:The PCN got cancelled.
