    Decide on the solicitor you will be using for the conveyancing and ask them to write a letter requiring the neighbour to move it without delay.   
    You can try, but I doubt the average conveyancing solicitor will want to get involved with hot dog van evictions.

    Send them a letter listing a date to have it removed by (say 1 weeks time), if not removed by then it becomes abandoned property and you can report it abandoned and scrap it.

    Ask what you can do to help.  

    Would it be of benefit to them if you offered to drive it for them? Do they need contact details of a company that can tow it/put it on a low loader?

    Help paint them into a corner.

    ... particularly since the property owner was generous enough to grant them permission to park it there without charge for an indefinite period.
