That's only the case if you don't know whose vehicle it is and you have done everything you possibly can.
OP: Too many barrack room lawyers in here. I'd get proper legal advice. This is a can of worms.
However in such a relatively mundane matter, practicalities and the physical reality of an old van on your drive, would probably lend itself to a cheaper solution than employing lawyers.
Like pushing/towing it into the road.
I really can not imagine that the owners of the hot dog van would be given the time of day by the police,or would even bother going to a solicitor themselves.Unless it’s a total wreck that hasn’t moved for years, it’s going to be worth quite a few £k, so I don’t think just having it scrapped is likely to be a practical solution, unfortunately.Forgive me asking you, as a non barrack room lawyer, whether the op is a bailee, and https://www.legislation.gov.uk/ukpga/1977/32 applies?No reliance should be placed on the above! The commenters seem to have a lot more interest in removing the van than the OP, who seems to have forgotten about the whole thing, but practically speaking the chances of being prosecuted for towing the damn thing into the street are nil. Which police force is going to investigate that? Get a forensics team out to examine the tyre tracks and swab DNA from the tow bar? You could send in a video of yourself doing it and they'd still not prosecute.4
