Fine whilst parked to charge

I am a newbie and I will need some advice please.

I live in an estate where we pay to have an annual parking permit. There are charging bays in the estate but not enough for all EV's. The EV charges are dual so can charge 2 cars at once. The EV bays are next to a pavement.

I recieved a PCN fine from PCM for parking partly on the pavement to charge my car. 

My car was plugged and charging at the time. This happened because other residents parked their non EV cars in the charging bay at the time which meant the only way I could charge my car was to park on a pavement so my charging cable can get to the EV charge point.

I have now been issued a ticket for "parked within a restricted area ".

Is this something I can appeal and if so how do I go about this please? I had and have a valid annual parking permit on display at the time this ticket was issued.

    This is one of the downsides of Estate/Parking management; issuing PCNs to residents who have a paid permit to park whilst ignoring other parkers who take up parking spaces against the rules of the estate.

    Parking control management (pcm). They are the ones to whom we pay the annual parking permit charge as well.

    You aren't parked if charging/refuelling.

    Anyway, what does the signage say? They don't usually mention pavements.

    I wouldn't pay PCM a penny and would never live where they are! This is PCM:

    Not worthy of being let loose near residents' vehicles & property, IMHO. Ignore them.

    Tell them if and when you move out of course as you need to receive all letters to defend any court claim later but that's no biggie, as long as you see the letters and defend any claim. Which is EASY.

    I am very lay to these matters. So what does the direction of the sign mean please? Can I complain to the landlord/landowner directly?
