Vodafone Cloned phone account

I purchased a phone at Carphone Warehouse and opened an account with Vodafone 19/12/22 . Unknown to me a duplicate / cloned account and DD was set up . 
I have been paying the 2 amounts each month since .
i assumed the 2nd DD was for one of my sons phones but it wasn’t , it was a fraudulent / cloned account . 
I checked with a Vodafone store who confirmed that the number had never been used , the manager said this was not an isolated case . 
I have so far paid over £1500 ! I have contacted Vodafone who say there is no fraud and the account is genuine , they are still charging me £54 a month . I have contacted Santander and they also say no fraud has occurred . 
I don’t know what to do now !!!
I am very upset with Vodafone and Santander’s response . 
Any advice please ?
