Water Bill

I have a water trough in a field, the meter is outside my field on council land.
The meter has been covered by 'spoil' from roadworks to the depth of a meter since 2021 and the council deny that it is their waste,
The meter was uncovered in June this year and I recieved a bill for £15,000 which I am arguing about, they have sent me my readings since 2017 and the spike is in 2025, they now say they have discovered a reading from May 2019 which indicates the spike goes back to then.
Can they charge me that far back and can they charge me if they have the reading but did not send me a bill?

    Were there no meter readings being taken and bills since 2021?  Or are you saying you have not been sent any bills at all since 2017?  If so did you ever question this?
