Thanks for the further advice on this; here's an update.
I believe the NTK is POFA compliant as the top paragraph on the back is word for word identical to the one posted on 27 March by Heinz57Pedigree and nothing like the one posted by Coupon Mad above.
From my visit to the site earlier in the week I noticed the signs displayed in the Tesco car park appear identical to that posted by James_Poisson earlier in this thread. However, the signs in the McDonalds car park are slightly different as they do not show the Tesco logo in the top left hand corner. A further visit to the site revealed the same signage on entry to the main car park by the petrol station but from the other entry point, the signage is 85m in and easily missed.
As previously mentioned, I tried Plan A today and spoke to the Tesco staff. After confirming the driver wasn't staff I was told there was nothing they could do. In our conversation, the staff thought that McDonalds had bought the land where their site is located.
I then went to McDonalds and spoke to the shift manager who took my details for his supervisor to call but no contact has been received at the time of writing.
There are two points of entry to the site and within this site is the McDonalds which has its own car park but no ANPR cameras covering the McDonalds car park (confirmed by the shift supervisor). Although both controlled by Horizon, would this constitute two separate car parks (hence the subtle changes in the signage) and therefore two separate contracts for parking? The driver made purchases on that day from Tesco and McDonalds and would have moved the car from one car park to the other.
Any thoughts will be most welcome.

As per Coupon-mad's request, please see the signage; firstly the Tesco store car park signage

Now the McDonalds car park signage
Now a Google Earth image of the site (taken April 25) with the McDonalds building and car park circled in redPlease now find enclosed below the google earth link to the site
The above image was recorded in April 25 whereas the street view image that I can see was taken in July 2023 when the McDonalds building had not been built. One of my children started at a nearby College in September 2024 and they say the McDonalds wasn't there then.
Hope this is of use; let me know if there's any further information required.

Just read my previous post and realised I hadn't omitted the line enclosing the Google Earth screen shot (it wouldn't upload for me!).
For the reference of those looking at the Google Earth image link, the McDonalds building is on the right hand edge of the image with its car park surface a darker colour.1 -
Can we see the front of the letter? A 3 minute overstay doesn't sound correct as we said.1
-
For Car1980 and their previous post, the driver got the timings wrong. They thought they had 90 minutes parking but it was only 60 so the overstay is 33 minutes.2
-
It's too vague. If you arrive at 7.45pm it says 3 hours maximum stay. So does your time run out at 10.45pm, or does it get it reduced to 1 hour at 8, giving you until 8.45 or 9.00pm??0

Thanks for the comments Car1980.
I agree that the signage is vague and I put this question to the Tesco and McDonalds staff when I went to see them for Plan A and they did not know the answer either.
I'm thinking with slightly different signage at the Tesco and McDonalds car parks, they are 2 separate sites and therefore 2 contracts of parking are entered into? Of course, the ANPR cameras are only at the entry points to the site with no additional cameras at the McDonalds car park.
On the night in question, the driver made purchases at Tesco then drove to McDonalds and made a purchase from them; all by debit card with the bank statement showing the purchases.
Further to the post I made at 2.29pm on 10 October, I've had no phone call from McDonalds to confirm if they own their land or lease it from Tesco so I'm still unsure on this.
As the keeper failed to open the NTK for a month, time has moved on and I'm not sure what the next step should be (no contact has been made with Horizon); any assistance from the knowledgeable board users would be welcome.0 -
Ignore them and await a LBC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
