Euro Car park ticket / HM Courts & Tribunals Service Fine

I have been trying to find information through the threads and am finding it very hard.
Would really appreciate some help.
I got a letter from Euro Car Parks on the 18/08/2024. The ticket was for being in a shell garage past the time you can spend in there although the only reason I was there was because I was stuck with a flat tyre waiting for my partner to come and help me.
I appealed this ticket straight away with proof of the flat tyre etc. which they obviously denied the appeal. so since then I ignored the letters as I don't believe that I should be paying it. so over a year later with many many letters being sent, I have now received a letter from HM Courts & Tribunals.
They are now claiming I owe them £269.88 and I have until the 7th of October which is next Tuesday I am now panicking as I can not afford this and I still don't agree with having to pay this!
please can someone guide me in the right direction of what to do.
thank you!!

So a standard ECP DCB LEGAL single pcn claim for an alleged overstay , like dozens of other recent similar cases
Issue date 23rd September, so login to MCOL via your government gateway account and complete the AOS online first, as explained in post 2 in the newbies sticky thread in announcements near the top of the forum by coupon mad, once done study the first 2 posts in the defence template thread in announcements too, especially the 8 steps
Then look for a recent similar claim on here with the same issues, copy their defence and adapt the details to suit your own case and details
Once you have completed your AOS online, the defence submission deadline will be extended to 4pm on Monday the 27th October 20254 -
Just read the Template Defence thread and any other thread like yours. No links needed.
So simple to defend and see off for good.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

With an issue date of 23/09/25 and providing you complete(d) the AoS after 28/09/25 and before 12/10/25 your defence deadline date is 4.00 p.m. on 27/10/25 3 -
Defend > file directions questionnaire > attend 1 minute mediation phonecall where you offer zero pounds > they discontinue.Ignore any letters from DCB legal throughout the process where they fib that they will continue the claim, or start to make you offers. It's a game of chicken. They will discontinue at the eleventh hour as it costs them more to attend any hearing than the maximum sum they could theoretically gain.3

Hi I have attached my paragraph 3 below could I please get advice if this is okay? thank you in advance
3.I the defendant deny the Claimant is entitled to the sum claimed, or any sum at all.
The Claimant alleges that the Defendant is liable for a parking charge on the basis that they had overstayed the maximum time period allowed.
I the defendant dispute this allegation. On the date in question (18/08/2024), I pulled into the site solely to use the air pump due to a deflating front left tyre, In good faith as a customer needing emergency assistance. Upon attempting to inflate, it was discovered to be a puncture, rendering the vehicle unsafe to drive. I was immobilised for minimum of 1 hour until my partner arrived to assist with the tyre change. This constitutes a genuine mitigating circumstance under the BPA code of practise Appeals Charter Section 7. The overstay was unavoidable and de minimis in context - no commercial loss occurred.

This needs to be in the third person and much shorter. Leave the detail to the Witness Statement.
"On the material date, the defendant pulled into the site due to an issue with the vehicle. Any contract formed between Claimant and Defendant was frustrated due to impossibility. In addition, vehicle breakdown constitutes a genuine mitigating circumstance under the Single Code of Practice Appeals Charter (Annex F)."Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'
