    They do if sellers properly cancel the sale so the buyer gets a strike.

    True, but I'm not convinced this is a real deterrent. Not so much now but certainly some years ago I got spate of messages from one [blocked] NPB simply mouthing off that no amount of strikes really will do anything, and they would set up a raft of new accounts. So that's all that's really required, and then off they go again.
