Town elects scarecrow to city council to reduce political tension

I think this is a HOAX

There are many instances of non-human election candidates, and some have won, but most seem to have been animals, especially cats! The most amusing non-animal candidates have been Mr Potato Head standing for mayor of Boise, Idaho, and a fire hydrant that was just a few votes short of election to the Board of Governors of the University of British Columbia. I can't find any mention of a scarecrow, but it is believable.
