UKPPO penalty at Esso Fuel station (Newcastle Airport)

My father has just received a Penalty Notice for stopping in a prohibited area, the carpark of Esso, next to Newcastle Airport.
There are red painted lines around the carpark and surrounding roads to stop dropoffs, but with me catching a very early flight (6am), I wanted to grab something to eat and an energy drink, so we took me to the Esso customer carparking spaces. I exited the vehicle and walked to the shop.
I then left the shop and walked over the road to the airport and my father left. Yes technically it was a dropoff, but the purpose of going in there was to use the facilities? Because I did not pay with card, I do not have any proof that I was there other than camera footage which is obtained by UKPPO and presumably an Esso CCTV camera.
I appealed it on his behalf and explained that their camera will show me walking in the direction of the shop, and requested that they send me an image of me doing so, but they rejected the appeal and said that it was still a dropoff because the car was only in the carpark for 1 min 40 secs. They've also added an admin block on the email so I cannot reply any further. They also attached the same image from the original letter that just shows me climbing out of the car.
What can I do? Surely if someone goes to the shop, that makes them a customer of Esso and therefore using that carpark is being used for its purpose? By their logic, I would have had to go inside the airport to be dropped off, and then walk back out and across the road to the Esso shop then back to the airport?
Options I have - pay this 'invoice' which is £60 for 14 days, then £100
or
Fight it via the Independent Appeals Service (IAS) (but pay the full £100 if unsucessful). I can no longer appeal it directly to UKPPO because they have admin blocked my email from any further replies (possibly a sneaky tactic).
or
Ignore it completely?

The latter, ignore them until a Letter of Claim giving the recipient person ( Registered Keeper ? ) , possibly followed by a court claim pack from the CNBC in Northampton using MCOL
Was it a PENALTY ? Or a Parking Charge Notice ? Check, don't assume
It seems that you both missed plan A, complaining about the pcn to the business or landowner to get it cancelled
Is the petrol station owned by Newcastle Airport or possibly MFG ( Motor Fuels Group )
Plan A was the best option, otherwise its ignore because no appeal was going to work, not with UKPPO or the IAS

I have requested further images from the camera that show me leaving the car and walking to the Esso shop. They keep replying with the same still image of me getting a bag out of the boot.I am genuinely there to use the shop, and they must have images that show me going there, but they are insisting it was a drop-off.1

So what you got a bag out of the boot maybe to look for something, rearrange something, make room for something, stop an annoying rattle who knows only you.2 -
Until you blabbed it to them, how on earth do you imagine they know who the person taking the bag and walking away is? It was a video of an unidentified person. They did not know it was 'YOU'!1

Images are old, but they seem to be relying on these signs which are attached to fences on the highway horizontal to the traffic and you obviously incur a £60 charge to stop in order to read them (!)
Sounds like you can't even get anything out of your boot either!
Just ignore them. I'd love to get a court claim for this ridiculousness! They probably don't do court here though as it's probably a cash cow site.2 -
I have requested further CCTV images of my movements after exiting the vehicle, and they have replied with 2 still images, and they show me walking from the car parked in the customer parking spaces in a direct line towards the shop, and then an image of me leaving the Esso station shortly after (That is me with the orange suitcase).Just for further information, the direction of the airport is in the opposite direction. They're trying to argue that regardless of whether I went to the shop or not, it is still classified as a 'drop-off'.0
