Why do you need a cash card?
So I can top it up with cash
Where's the cash coming from with no bank involved? Have you got a Scrooge McDuck set up, a whole room full of notes you dive into when there's nothing else to do?

So I called into ASDA today at there money exchange counter. And got a card
I put 51 cash on it meaning i get 50 pound on the card and they charged me an extortion rate of 2%. They also asked for ID and said they will ask again when i top it up next time. But I wonder if someone ells with ID can top it up, if that will work? Still topped up with cash so no bank account needed. only problem is the high 2% fee and the ID required
What do the terms and conditions say?

    There where non!

To make it plain and simple and to the point!
There where no T&C given to me when i bought the card at the kioss. infact the only T&Cs that apply are those of word and mouth
Are you sure there is nothing on the back of the card or packaging which says something like "Issued subject to terms and conditions.  See money.asda.com/travel/travel-money/travel-money-card-terms-and-conditions or call xxxxxxxxxxx for full details" ?

I was responding to your comment "There where no T&C given to me when i bought the card at the kioss".  When you purchased the card you would have been advised (e.g. in writing on the card) that it was subject to T&C's, you don't have to be given a hardcopy at the point of purchase.

You are also possibly confusing 'Terms and conditions' with 'contract'.  They are different things.  You can have a contract without terms and conditions.

By asking for a product and paying your money, you've entered into a contract with Asda, who in turn have supplied you with the requested product.  The terms and conditions Asda make available online (and possibly in other ways if you ask them nicely) give you information about your rights and responsibilities under the contract.  You don't have to read them, but a court is likely to conclude you are still bound by them, even if you don't.

I'm sure there will be something in the T&C's allowing you to end the contract if you are no longer happy with it.

Yes it is. A contract doesn't have to be signed and sealed. If they referred you to T&Cs and you subsequently use the card, you are deemed to have agreed to the T&Cs. Its on you if you ignored it.
