Why are you opening letters addressed to someone else?  Would you be happy if someone else opens your letters? (I'm not...).
    ...
Why wouldn't you open letters sent to your address by someone who is chasing the previous occupant for money?

The person in question has the ability to stop someone else opening and reading letters addressed to them, by the simple measures of either paying for Royal Mail forwarding, or advising the letter writer(s) of their new address.

These letters are likely still coming because the latter is the last thing the person in question wants to do.  So the risk of someone else opening and reading their mail is the small price they must pay for their lack of consideration for other people.  If they get the hump about this then they only have themselves to blame.

    Best wishes to all
If I receive a letter sent to my address but for someone I do not know, then I would want to find out who has sent this letter and if possible, why they have sent it. Many years ago a letter was sent to my (then) address to a company. Letter was from a credit reference agency seeking a reference for another company. I also received another letter addressed to the same company (but from a different sender) a few months later
