We already need "ID" to work in this country, this new ID scheme is just another seen to be doing something in an attempt to appease those in the Labour party wanting more done over immigration, it will unlikely achieve the objective it is supposedly being brought in for.7

Apply for an HM Armed Forces Veteran card.
It's valid for voting, and claiming benefits as well as other things. Not sure about opening a bank account, though.1 -

I myself had the experience of visiting Halifax in person to present them a current passport to prove my identity for them to reopen a closed account with a balance of £17.56, closed by them because there had not been activity on the account for whatever time it was they arbitrarily dictated, to then pay it out cash there and then never mind I had another account live which ought to have been a no brainer for me to do all this online.
It is indeed outrageous we are often required to present a photo-ID for whatever yet the form of that photo-ID is dictated by whomever is requesting it.
Nowt wrong with the UK having a free-of-charge or a nominal-charge National-ID Card linked to National Insurance number but the real issue is being required each and every time time to present a hardcopy ID of the type as dictated by whomever is requesting it at the time when it should be as simple as me providing them my National Insurance number for them to check online and compare there and then as I am stood there or applying online.
Either way, no matter my vent here, a photo-ID that is accepted for whatever the purpose requested ought to be a free-of-charge nominal-charge for the minority who do not have a valid UK passport or driving licence.1 -
