Hi Everyone,
I am seeking advice regarding a rejected appeal from PCM UK Ltd for a PCN issued on 19/01/2026 at 22:04. My initial appeal was based on three main points: first, that I was momentarily 'boarding' passengers rather than 'parking,' which I argued is a standard road usage expectation. Second, I argued that since the evidence only showed a single timestamp, they failed to account for a mandatory grace period required by the IPC Code of Practice to read signage. Third, I challenged the visibility of the signage at night. As I was parked on a double yellow and that is also not private land, Idk why they are focusing on private land, it is litterlly outside Southall Station in London. Anyway, PCM has rejected this, strictly citing their code's definition of 'parked' as being 'stationary other than in the course of driving' and claiming that 'out-of-bay' areas are immediate no-parking zones with no grace period for reading signs allowed. *letter attached.
Can someone please help me in the next steps?
