    UPDATE:

    Determined to get this sorted ASAP, I contacted Matalan customer service using their live chat. They at first said they couldn’t help me and to contact ECP directly, but I thought how unfair that I spent north of £100 in their shop and they can’t assist, so I stretched the truth and said that one of their staff in-store said that the live chat folk would help me if I could provide evidence of my being a customer at that time.
    They did a total 180 and took all my details, including the PCN number and said 5-7 days they’d contact me.

    I thought I can do better than that surely. I revisited the M&S and spoke to 2 staff until eventually getting the manager - the same guy from Saturday who was not pleased to see me again. He refused help, said it didn’t mean a thing to him that I spent (also upwards of £100) in their store that day, as far as he in concerned I could be some “random person who doesn’t follow the rules” despite my insistence it was an honest mistake. He said that people do that all the time and that he doesn’t want ECP to remove their ability to excuse contractors or visitors to the site to have their PCNs cancelled…

    I popped next door to Matalan and managed to get the manager there and explained the whole scenario to her. My god she was amazing, she was the most sympathetic person ever! She asked for my name and number and then said “you know what just give me the PCN and I’ll cancel it right away. As in, right now I will walk away from you and cancel it the way we do for contractors”. I handed it to her and she took it, told me not to worry if any letters come through the door and that they’d likely be sent in error, but as far as I should be concerned the matter is dealt with! I ended up returning to the store about 25 mins later because I was rushing to get back to work but misplaced my headphone. She came up to me and told me that she had cancelled it and to enjoy the rest of my day :)

    Excellent,  hopefully plan A worked for you,  this time 

    But because Scotland is going to be affected when the new code of practice appears next year or later,  may I suggest that you fill in the free current government public survey consultation and make your thoughts known to the implementing body,  the MHCLG , this is your chance to try to obtain proper regulation for all 3 mainland nations
