As its Dundee, Scotland, if you have not revealed who was driving to the parking company, ignore the pcn
By all means complain about it to the landlord or landowner of that retail park, but no appealing to the parking company
So plan A, tick, but not the rest of the appeal scenarios
Do not mention or infer who was driving, not to anyone !
The Royal WE , or Scottish "wee" is sufficient in these cases, your complaint is as keeper, as an occupant of the vehicle ( the details of who was driving are never divulged )
And remember, DO NOT APPEAL

I have not revealed who was driving to anyone, just that it was my father’s car (don’t know why I did that). I will use ‘we’ going forward!
I am a bit more nervous this time around as it is my dad’s vehicle and I’m conscious of him getting letters through the door. I ignored my last ECP round of letter etc from an ANPR camera and it escalated to debt collections - though you lovely people and the template letters helped get them off my back!So your advice going forward: ‘we’ ONLY as to not identify the driver of the vehicle and do not appeal?

Your father (registered keeper) is the only one who should be complaining to the retail park.

Things will change next year, if and when the mhclg bring in a mandatory code of practice for the 3 nations, in which case the advice for Scotland will change too
But until then, ignore the powerless debt collectors letters, like before, and ignore this pcn if Coates or a landlord doesn't cancel it
Yes the RK may receive letters, but no need to take any notice of them, unless it was a court letter or sheriff letter, which wont happen for a single pcn in Scotland, due to the simple procedure rules for claims in Scotland
Currently, any person in Scotland who is a Registered Keeper has no legal liability, so as the RK wasn't driving, and won't be telling ECP who was driving, he is safe ( plus it's under the £300 threshold )
Ideally you should have mentioned Scotland and the location in your opening post, so we don't go down rabbit holes
But take note, this time next year things may have changed, or could be in a year or four !2 -
