So you already knew what they could offer you and you declined it. How much was it? I doubt that you would have received much change from £225 anyway. Especially as you would have purchased at the counter rather than online. It can cost up to 30 euros per day. so that is 240 euros. Similar financial hit. So if your position is that you would have gone back to the hire company to accept their policy, that's not going to hold water.
They clearly ask 'When are you renting your vehicle', as opposed to 'When do you want the cover to begin'?
It looks as if you are clutching at straws.
They may have just applied the waiver, rather than charging you for a broken window. So possibly you paid what you would have paid anyway.
