Restrictions on transfers

Reading other posts there seems to be some organisations that either won't allow transfers in or some that won't allow transfers out. Transfers in to Trading 212 or Cynergy come to mind.

ISA managers must allow transfers out, under the regulations, but aren't necessarily compelled to allow partial transfers.
There's no obligation to offer transfers in, and for those that do, they can pick and choose who they'll accept transfers from.
Not aware of any reliable list though, although seem to recall reading someone else asking for one recently....1 -
As above, T212 and Cynergy have to allow transfers out, like all other providers.0
