The person to whom the liability was transferred needs to receive a Notice to Driver in their own name, so the PPC would have to send it to whichever address was given when the liability was transferred.

It went to a screen that said thank you for your appeal we will contact you within 28 days. Got a screenshot but on relooking unfortunately did not get the date on it. Though, you could judge it by the date the screenshot was taken.

So no worries then
