PCN from Marketplace Shopping/Waitrose Car Park in Burgess Hill

Hello,
I was visiting Burgess Hill and decided to go to Waitrose. Since it was a supermarket, I did not even think to look for how much/where to pay etc, and I did not notice any glaring signs with prices on. I was there 22 minutes and then left.
A few days later I went and parked in a bay that had a sign (not all bays have signs, and that was the first I saw one). I glanced at the sign on the way in and it is a small grey sign under a big Waitrose sign. There are actually a lot of signs, but they're like every third bay.
I would quite happily pay the £1.10 I forgot to pay, but I tried to ring to ask that, and you cannot speak to anyone.
I've then looked on here and seen it's pointless ringing the landowner because they just ask you to deal with the parking management company (BankPark).
The letter follows POFA to the letter. My wife is the keeper. I'm getting near the end of the 28 days, and wanting to know whether to just pay or contest it. I don't think it's reasonable to expect me to notice to pay, unless they make it much more obvious. Everyone knows the majority of the time supermarket car parks are free, so you have to make it exceptionally obvious that this one is not. It seems reasonable to just let me admit an honest mistake and pay £1.10, rather than a £60/£100 payment.
Also, am I right in understanding that if I follow the process and then ignore all the fake bailiff letters, at some point next year, these will all be cancelled?
Thanks for any advice!

Why doesn't the keeper name you as the driver so you get your own PCN?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Looks like it's a shopping centre, so not Waitrose property.

Yep I know the place. I'm a Sussex lass. Like I said, the keeper names the driver if she doesn't want the hassle and then that means you get a fresh PCN, if you want to try an appeal or pay at the discount (we would NOT).
Look at the reviews on the right when you scroll:

Read the NEWBIES PLEASE READ THESE FAQS FIRST thread. Ignore £170 threatograms but tell them if you move house. That's it. Come back when you reach the stages in post 2 of the NEWBIES Announcement.

Hello - an update. My wife went on and said that I was the driver, and to contact me at our address. The portal said we will contact you within 28 days. We've had no contact until now, with a £170 pay in 7 days or its £255 letter, and threats of Court Bailiffs.
So we just ignore this? Or try and contact them to say why have you not contacted me instead/0 -
To whom was this letter addressed? Your wife as keeper or you as driver? Was the letter headed Letter Before Claim? Giving you seven days is a begging letter, sometimes known as a debt collector letter.patdom said:Hello - an update. My wife went on and said that I was the driver, and to contact me at our address. Still addressed to my wife. Should I point out I put in an appeal saying that I was in fact the driver and to contact me instead? We live at the same address, and they had asked her to inform the driver. Basically, since putting in that information as an appeal, and being told she would be contacted within 28 days, they've sent out this addressed to her with no mention of the appeallLe_Kirk said:

So should I just not respond to this or speak to them at all, or should I be saying "What about the notice I gave of the actual driver and the 28 day response?" Should I email their complaints department or just ignore them altogether?0 -
The registered keeper has to transfer liability to the driver by using the tear-off slip at the bottom of the PCN. OR, if that has been misplaced, send an email to the PPC. But you, as the driver, cannot transfer it to yourself.2

Sorry, I should make clear - my wife went onto the portal where you transfer liability and transferred it. They said they would contact within 28 days, but didn't, and have now sent this, having not transferred liability.Le_Kirk said:The registered keeper has to transfer liability to the driver by using the tear-off slip at the bottom of the PCN. Should my wife try and point out that they have not transferred liability, nor have they contacted her within 28 days, or just ignore the latest threat letter?1 -
Do nothing until you get a court claim
Did you get an auto reply ?
even if not you transferred liability and that is all the defence you need against this lot involving DCB Legal3 -
It went to a screen that said thank you for your appeal we will contact you within 28 days. Got a screenshot but on relooking unfortunately did not get the date on it. Though, you could judge it by the date the screenshot was taken.ChirpyChicken said:Do nothing until you get a court claim
