As I read it, this is the point of contention:ie. it is specifying that cars must be parked in marked bays.The question is: are cars being ticketed for not being (wholly) within marked bays, or are people being booked for causing a nuisance?

So why was the vehicle "booked" or ticketed?Why was the vehicle in the car park?Was it there as part of a meet?Or was it there as the occupants were visiting the shop/facilities the car park was attached to, or parked when the occupants went elsewhere?The purpose of anti social behaviour orders in places such as private car parks is to prevent things like car meets.If a space, public or private is open to the public then some parts of relevant legislation may also apply such as wearing a seatbelt, use of handheld mobile phones etc, other things such as signage, road markings in private car parks can be nothing more than guidance at bestSo the question is, why was the vehicle in the car park, and what were the occupants dong at the time it was ticketed/booked?From the Plain Language Commission:

Does anyone have better Google-Fu?The wording there poses a conundrum: does "Using car parks for any other reason than parking in a marked bay" mean you're not allowed to then walk across it to go to the supermarket?What if you happen to meet a friend and stop to have a chat?Can you buy a snack from the supermarket and eat it in your car?Imposing laws/rules which are nonsense helps nobody.If there are already laws in-place which cover the issues (drugs, antisocial behaviour, noise, etc.) then pursuing them should be the sensible way forward.
