Can a council enforcement officer book cars in a privately owned shopping centre car park

    As I read it, this is the point of contention:

    ie. it is specifying that cars must be parked in marked bays.
    The question is: are cars being ticketed for not being (wholly) within marked bays, or are people being booked for causing a nuisance?

    That's to do with understanding that it is a place to park cars, not one to have parties or make a lot of noise.  There are similar signs at my local Tesco.  The Tescos took over land and agreed to provide parking for the local community so can't specify how long or how late someone parks there so they just remind people that the area is for parking cars and nothing else.  
    The car park have been changed twice in the last two years so I'm guessing they would have needed planning permission from the council for change of use. So as people are not parking in marked bays the council should do something or they need to change the sign.

    No you still don't get it, that has nothing to do with parking enforcement, they are covering idiots that rock up scream around the car park, park nose to tail to deal drugs etc etc, it means they can move people on more easily quoting a rule on display.

    So why was the vehicle "booked" or ticketed?
    Why was the vehicle in the car park?

    Was it there as part of a meet?
    Or was it there as the occupants were visiting the shop/facilities the car park was attached to, or parked when the occupants went elsewhere?

    The purpose of anti social behaviour orders in places such as private car parks is to prevent things like car meets.
    If a space, public or private is open to the public then some parts of relevant legislation may also apply such as wearing a seatbelt, use of handheld mobile phones etc, other things such as signage, road markings in private car parks can be nothing more than guidance at best 

    So the question is, why was the vehicle in the car park, and what were the occupants dong at the time it was ticketed/booked?
