Can a council enforcement officer book cars in a privately owned shopping centre car park

Where I live you have a council enforcement officer driving around the main roads and back streets booking cars and I'm getting fed up of it so I'm trying to find out if the council can book cars in a privately owned shopping centre if there's a sign up from the council saying cars can only be parked if in a marked bay. If the council can book cars in a private carpark then I can contact them and ask why are they picking on residents and not doing anything about the real people causing trouble.

That's to do with understanding that it is a place to park cars, not one to have parties or make a lot of noise. There are similar signs at my local Tesco. The Tescos took over land and agreed to provide parking for the local community so can't specify how long or how late someone parks there so they just remind people that the area is for parking cars and nothing else.itsthelittlethings said:

The car park have been changed twice in the last two years so I'm guessing they would have needed planning permission from the council for change of use. So as people are not parking in marked bays the council should do something or they need to change the sign.Brie said:
