Assuming if you were previously with plusnet you will be on the open reach network. If Vodafone are delivering your service via the open reach network you should be entitled to £9.98 for every day that the service remains offline. It's part of the Ofcom automatic compensation scheme which Vodafone have signed up for, but it's only applicable if you're using the open reach network and not Vodafone via city fibre. Not much support, but it's better in a pensioners pocket than theirs.1

It won’t change your situation, but it could save your grandmother some money. If she receives a qualifying disability benefit or Pension Credit, Vodafone’s Essentials Broadband is £20 a month, plus £10 for unlimited landline and mobile calls: https://www.vodafone.co.uk/broadband/essentials-broadband. And you should be able to switch to it without having to pay any exit fee fees from your current tariff.
