I have a stocks and shares ISA that I never pay into. Can I also open a cash ISA? And if so how much can I pay into it per tax year?

You got £20K isa annual allowance each year. You can use it for cash or shares or both.
It might change in Nov.1 -
If you haven't paid any money into an ISA this tax year, you can put in £20000. It doesn't matter that you have an unused ISA still open.2
