With all these conflicting answers, I’m even more confused than at the very beginning :(
    Basically you don't pay.
    Yep we all agree.

Why don't you just read the MSE Guide? Linked at the top of the page. Easy to read advice and checked by Martin Lewis.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would not send those. Too wordy. Won't work.

Just do a POPLA Appeal saying that APCOA only have authority to issue PCNs not PNs
I did a POPLA appeal mentioning exactly what you’ve stated here and just got a POPLA email today saying I need to provide comments on the evidence/statement provided by APCOA which was roughly a 38 page file. Not even sure what to say to them anymore. Quite worrying

Based upon several appeals on here, it appears that POPLA do tend to cancel the penalty charges. Just in my case, not entirely sure how to proceed in providing what they are now asking for. I’d rather respond than ignore

Skim through it. Note and respond to any points that are misleading, incorrect or with which you disagree. Even if you don't respond and POPLA find against you, just ignore it and anything that APCOA press you with after (like silly debt collector letters - see NEWBIES FAQ Announcement, fourth post).

Only pay a parking charge from an unregulated private parking company if a judge instructs you to do so. As APCOA do not issue court claims, you're never going to get that instruction from any judge!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Umko has summed it up nicely above, and there is nothing to be worried about APCOA don't go to court and they aren't going to start with you.

As above  -  check that any photos they exhibit are date and time stamped relative to the parking event.

Nothing looks out of place and all points made are correct. I just don’t know what to respond with that’s my issue

I thought you aid this is a "penalty notice" if they are still claiming this that for one isn't "correct" is it?
