Going to County Court to declare S13 notice (collective enfranchisement) invalid

I wonder if anyone has made a claim to County Court so that S13 Notice  (collective enfranchisement) is declaired  invalid?  The argument is that they do not qualify (already sought some advice), and my aim is to stop the enfranchisement.  

I don't seem to find any info -  which form to use, the court fee, which court to send the claim etc. I should find a property ligitation lawyer but I don't know if I  can afford the entire costs.

I need to do this as this is the only way to stop the process. I am a joint freeholder but it is expected that other joint freeholder will not corporate and sign the Counter Notice - because he is one of the participating tenants!

Background:
I am a leaseholder  in a house with 3 flats, other leaseholders are A & B.  A and I own share of freehold in equal shares, as tenants in common.  A & B set up a company without my knowledge and served S13 notice so that they could buy the freehold from A and myself. So I will lose my share of freehold.  

My aim to have the S13 notice declared invalid and make a voluntary arrangement so that each own a share of freehold.
