I would strongly suggest that you find out why you didn't get the original paperwork, a typical keeper failure is not updating the V5c log book promptly after moving, because the original NTK PCN letter followed by the reminder would have been sent to the address obtained from the dvla database, as is standard practice
I didn't want you to be confrontational with the entity trying to help you, but it's important for all parties to understand that a private parking charge invoice is not a fine, despite that word being used incorrectly by most people
You want them on your side, helping you , and they asked for a copy of the original letter, not the debt collectors letters2 -
