A DCBL letter - notice of debt recovery. Unpaid parking charge.

According to DCBL in a Notice of debt recovery letter (27/8/2025), acting on behalf of Parking Eye ltd, there was a contravention on the 20/6/2025.

An amount of £170 is requested within 14 days. Is it too late now to complain to a retailer connected to the carpark where the contravention is mean to have taken place?

    Never too late to complain about it and get it cancelled by the retailer or landlord or landowner,  plan A in the newbies sticky thread in announcements near the top of the forum 

    As for powerless debt collectors letters,  ignore them and read post 4 in the newbies thread

    Thank you, I was working through a few of the threads and saw the complaint manoeuvre, but couldn't find a reasonable window of time. I'll fire off an email to the supermarket.

    Hmm, I can't see an edit button, so as an ancillary, is it best to contact the supermarket connected to the carpark or the shopping centre that the supermarket sits in?

    You can edit your posts when your status changes from newbie to forumite 

    Ideally the landlord or landowner, of the parking area, but it might be the business or might be the shopping centre,  who knows, ? But dont rule anything out at this stage,  should have been done from the get go

    The point is to complain to the person or company that hired the parking company,  so who signed the enforcement contract

    I emailed the Shopping Mall manager and got this back,

    "Thank you for your email.

     Please note that we do not issue parking fines. These are raised by the Car Park Management company Parking Eye Ltd. Ultimately, it is Parking Eye that would have to agree to have a fine they have issued quashed.

     However, I can contact Parking Eye on your behalf to see if they are willing to do anything in this instance. In order to do this, I would need you to email me a scanned copy or clear photograph of the original fine you received from Parking Eye. This will show a unique 12-digit reference number in the top right-hand corner, as well as a photograph of the vehicle, the location and length of stay, date and time of the event, and an explanation from Parking Eye, as to why they think an infringement of the stated car park rules has occurred."

    My first thought   ? It's definitely NOT a FINE !  Magistrates issue fines,  not private parking companies 

    There is no reason why you can't give them a copy   ( keep the original   )  

    The entity that signed the contract with Parking Eye can get it cancelled,  but whether that entity is the one writing to you is unknown. It may be the retail park management company,  or landlord or landowner,  as I said earlier 

    So you deal with the organ grinder,  not the dancing monkey

    Yes, send them an image of the PCN; be really polite and beg them to help because ParkingEye sue people and you are scared and put off returning to the shops.

    Right. I'll enquire as to if the person I am dealing is the entity that signed the contract with Parking Eye, and I'll politely inform them that this is no fine.I was concerned (scared) about giving them the reference number, in case it highlights me.
