You might have a case,  you would be fighting any future claim,  it may get discontinued, or it may go to an actual court hearing if Green Parking paid for it,  who knows   ?  We dont   !

Its all opinions and theories,  but I have never heard of them before so I doubt that a court hearing would happen,  in which case there would be no outcome or decision, just another unresolved discontinued case , where you pay nothing but have no idea who was right

Personally,  I would let it lie,  unpaid

Many thanks for your input. My intention was to write to them Green Parking- without prejudice  and tell them that due to the fact POPLA hadn't accepted that a cone had be moved after parking (even though it was Green Parking own photo evidence) and the fact that I now have numerous photos of the car park where there are no marked bays but plenty of car parked in those spaces ( I have parked in  since without penalty). that I would not be paying thier notice.  or do I just leave it? again thanks

Leave it - wait and see, no paying an unfair parking charge - but do the Public Consultation before it closes on Friday!

Tell the government and show your evidence of wrongdoing re the cone. Guidance to make answering the questions easier is right here:

As above,  leave it,  it's not worth the hassle,  just move on, and please fill in that government consultation,  in order to get the whole system improved,  by regulation from next year

Wow that was a mammoth task _ completed the on-line form with the help of the threads and AI. I now know a lot more about this industry
