PCN for reversing out of a one way blocked by an ambulance

I was hoping to get some advice if possible.
My husband had to reverse about 3 car lengths out of a one way street due to an ambulance blocking the road. We received a PCN in the post and appealed thinking they would see it was exceptional circumstances, but they refused saying you should have waited until the road became clear.
Personally I think this is unrealistic as you don't know how long the ambulance will keep blocking the road, it's unreasonable to expect a person to sit there for possibly hours while the emergency services save lives. There are many other cars that would have been fined too as we all reversed out, so this was basically a cash cow for Newham Council.
I'm planning to take this further to adjudication as I feel it's unreasonable and that it was exceptional circumstances. Do I have any prospects of winning but also is there anywhere you can find if others have won appeals on the same grounds?

            As its a council matter, please post your query over on the FTLA parking forum website after reading their posting requirements first , like the advice was in this speeding case

            The legal defence to this sort of thing is generally the phrase "lawful authority or excuse".
 Just use that phrase if you go to the tribunal.
 I did something similar the other week - I turned down a one way street and it was an unbuilt housing estate with no exit other than to go back down the one way street or drive into a building site and look for an exit. Why they'd installed signs before finishing it is a mystery to me. Was i supposed to wait 3 months until they'd finished building?5
