If anyone doesn't want to click that link, it's a webpage emulating the BBC news look and feel reporting a fake Martin Lewis article.
It's fairly trivial for anyone to launch a webpage so nothing's going to stop these instances from occurring, aside from a massive increase in worldwide regulation.
You'd have to get the company providing web hosting, domain name lookup or domain registry services to the site to act.
Using online lookups, I can see:
The DNS provider is Cloudfare: https://www.cloudflare.com/en-gb/trust-hub/reporting-abuse/
The domain registration provider is MainReg Inc: abuse@regtons.com
The hosting provider is Alibaba in Singapore: email@alibaba-inc.com
One of them may act if contacted to report that site, or they may not - such is the way of the Internet.
