Smart Parking Appeal with IAS

Newbie here so apologies if i'm not quite following the posting rules.
I would appreciate a little bit of assistance as i thought i was happily running along with previous examples and then i got stumped by IAS instead of POPLA. I am now lost and not sure what to do as most of the example threads i have read lead to POPLA and i have failed to find anything for IAS that feels relevant to me.
I stopped in a car park for a driving break, i completely missed any signs probably due to tiredness and failed to see any on my leaving. I haven't checked if there are any as the site is 50 odd miles from home and google streetview is too old.
I was there for 12 minutes and didn't go in to the OK diner who's car park this is.
I received a NTK and set about seeing how i deal with it and trawled through the MSE parking forums to find my answers.


To my eye the letter looked like it conforms so I replied through their web portal using the standard one line response -
This is an appeal by the registered keeper - No driver details will be given. Please do NOT try the usual Group Nexus Trick of asking for driver details in order to get around the fact your NTK does not comply with POFA. As there is no keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win @ POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw.
they then responded with the following email;


and this is why I'm now stumped.
I was expecting to receive a POPLA reference where i would challenge with No evidence of Landowner Authority.
However I've been referred to IAS and i can't find anything on the forums about IAS challenges other than a general feeling that this is not as independent as they would like to claim and is completely untransparent.
I don't know what to put in to the IAS appeal.
to me the letters appear compliant, the cost of a round trip to investigate the signage would probably equate to the same as the parking ticket and although i don't agree with this on principle i would struggle to find the time to get there.
Any advice would be greatly appreciated.

Ignore any debt recovery letters
Come back if you get a letter before claim from DCB Legal

Just tailor an IAS appeal based on no landowner authority or contract, plus Pofa2012, plus poor signage etc, so no different. Adapt it to reflect the current Joint Code of Practice and no mention of popla

Yes I agree try anyway because Smart are TERRIBLE at second stage Appeals evidence. We had one like yours last week in here where half the evidence was wrong. Found it - this one is funny!
