    We’ve had these for years in Aberdeen, they are an absolute eyesore, and no-one ever cleans them

    Sounds like what they have in Spain.  Always a dumping ground, nobody bothers to recycle, but cheaper for the council to maintain as one man can operate a lorry, drive alongside, empty the huge bin remotely from the cab and be gone again. I suppose existing arrangements are probably that the bins live out of sight behind the buildings - which requires a crew to pull them out to the street, and then return them.  I get the reasons why, but I would neither want to live near one or have to use one.

    Ultimately councils budgets have been stripped to the bone, so they are doing what they can to save money whilst keeping up on their legally required duties.

    Clearly there are differences of opinion as to what an 'eyesore' is.  They clearly aren't necessary as the properties have managed with the existing system.  More convenient for the council no doubt.

    Maybe the age difference just reveals that young people are happier to climb the stairs to get away from them 😉 
    in answer to your question: yes it would definitely put me off. Unless I was confident they would be kept in a service area (not by main entrance) & cleaned regularly. 
    But I don’t know of a better way to collect & recycle rubbish from flats (of any kind) than communal bins.
