Best way to keep pigeons at bay?

They land on a roof terrace, and poo extraordinary amounts. And then they stare at you sideways, which is highly disconcerting. 
I've been told.
Ideas for scaring them off? I've suggested one of these PIR water sprayers, https://www.amazon.co.uk/Big-Cheese-Protector-Predators-Connection/dp/B01DACLHT2 but wonder if it'll detect pigeons?
Anyone know of a solution that works?

    Get yourself a Harris Hawk. Water sprayers are more for Herons, and they don't work of the Heron is really hungry.

    Pigeon spikes work to keep them off sills and the like.

    You reckon a pigeon won't trigger it, Stuart? If they did, I'm sure it'd be enough to scare them off.
    Yes, he bought spikes, but you can't cover everything in them. 
    This is a rooftop which has been decked. He could put the spikes on chairs and tables, but there would be issues with this.
    Shiny whirlie windmills? Hanging CDs? Anything like that work?

    I have recommended a pistol, of the water variety. But he'd have to catch them in act.
