Parking Fine Scotland

Hi folks! New here and first post. Need a bit of advice from the experts. Basically I got a parking fine through the door because I went to return an online shopping and didn’t pay the ticket fee, I know it’s stupid! I didn’t think I needed it as I was only there to return my order. So I have the receipt from TK MAXX to compare the time on the parking fine that I was only there for that duration (19mins).

Also worth noting that during this time, my Mrs was in the passenger seat waiting while the car was parked in one of the bays. 

I’ve asked before whether I should pay the fine and bite the bullet. I was told by a few people to ignore it as it’s my first time and the Keeper Liability in Scotland basically means if I don’t confirm that I was driving, they can’t enforce the charge. Is there any truth in this? I’m tempted to just pay the £60 for all the hassle and letters I’ll be getting if I ignore it.

Has anyone had any experience before? The ticket is from UKPA.

    Ignore them,  no keeper liability in Scotland,  so no blabbing about who was driving 

    Its irrelevant whether the vehicle was occupied or not 

    You should read the newbies thread in announcements near the top of the forum,  especially post 4, plus the advice for Scotland too

    Ideally try plan A,  getting the retail park management company or landlord or landowner to cancel the pcn 

    Bear in mind that the advice given will be different next year,  if keeper liability kicks I'm for Scotland

    Yes, that is still true this year.

    Stick around though because things are changing in Scotland re private larking some time in 2026.

    No. Nothing will happen. It's not a fine.

    Informed people (those on MSE) don't pay scams to make them go away. The £170 threatograms are laughable. You saw the pictures of these joke letters in post 4 of the NEWBIES FAQS thread when you read it before posting?

    They surely reassured you not to pay an unfair or extortionate parking invoice just because some letters use a bit of red ink? Nobody comes knocking!
