I appreciate i might still owe the balance if cancelling , however I'm taking out their car insurance and adding on breakdown with it so they are actually getting more out of me . If I had house insurance with a company  and bought an expensive item and wanted to increase the cover they wouldn't charge me for cancelling the original cover and start a new cover,  they would amend it , technically for 2 months I am going to covered for a breakdown with them twice , I'm sure if I had a breakdown they wouldn't send 2 vans out , how can they justify charging me 2x cover for the same vehicle for 2 months ?
They may charge you to cancel and rebuy if the item goes beyond the maximum value your original policy allows for but is able to be covered by a higher policy that they also sell. Now realistically I suspect most would waive the cancellation fees, but not any premium, to get you to sign up for another year on a more expensive policy but this is where its not a very good analogy

The other thing you haven't considered is that RAC Car insurance is the RAC licensing its brand to Budget Insurance Brokers and so you are not actually talking to the RAC and so their agents have no control over what the RAC does with your standalone breakdown cover.
