    SOGEA is done at the street cabinet end, then comes down your copper pair just like POTS used to. We've got it here in our sleepy rural backwater.
    It does sound rather like the line isn't active. Do you have a olde-worlde plug-in phone handset in the flat? Do you get a dial tone?
    It was my first thought as well, unfortunately I don't think I have an old phone anywhere but will have a hunt around!

    We had 4 old style BT sockets in our house from the days in the 90s when I was on call - however ,at various times these had been disconnected as not required/faulty and we ended up with just the one master socket, but those sockets still exist.
    Are you sure that they aren't other sockets elsewhere ?

    This is a smallish flat and the only socket I can find is in the living room. The fact it had an old splitter plugged in was a pretty clear indication that was what was previously being used... I know it was vacant for about 6 weeks before 'we' moved in, but it was let to students before that, and I can't believe for a second that they wouldn't have had broadband installed...

    I’m not sure why this is causing such a problem, the address likely had broadband, as evidenced by the ADSL filter left behind by a previous occupant, because of the previous service any ‘order’ for new service assumes the physical connection back to the cabinet or exchange is still intact , so the router sent out with the expectation that once it’s connected it will work …however the external network can change, connections moved around to fix faults , provide new service , or even a fault has developed ( faults can happen on none working lines , but obviously no one is going to notice )

    As previously stated , contact your provider, they will use the ELF (early life failure) process with Openreach to fix whatever it is that is stopping the line from working , unfortunately the Sky representative has delayed matters by arranging to send out an unnecessary ADSL filter when they should have tested the line , seen it was disconnected somewhere in the external network and arranged an Openreach visit to fix it , you need to speak to Sky again
