Where: Sugar House Island, London E15
Why: Parking in a disabled bay where the only indication of the bay status was a 12-inch square tile embossed with a wheelchair, effectively camouflaged, and no further marking anywhere else.
Who: Parking Control Management
I have emailed the school that I was visiting but they are shut for the summer, and I suspect won't have direct influence over Parking Control Management.
From what I've found online Parking Control Management is an IPC member. I think my next step is to wait for a Notice to Keeper. My apologies, I have been through this process before, about 10 years ago, and thought step 1 was to post off a template.
Reckon this whole forum could be turned into a webapp by someone clever.

As its a windscreen pcn, either appeal it to PCM UK ltd before the deadline, or wait for the postal NTK PCN letter next month
By waiting until next month, the school will be open again, so try plan A when that happens1 -

Dear davidsoThank you for your correspondence regarding the above Parking Charge Notice (PCN).
I have considered your case carefully and have decided to reject your appeal on the following grounds;
The vehicle was parked in a manner that contravenes the terms and conditions for the use of the private land on which it was photographed.
These terms and conditions are clearly stipulated throughout the area and upon review, the operator is confident that the Parking Charge Notice (PCN) was correctly issued, in line with these signs.
On this occasion, the vehicle was parked in a marked disabled bay without fully displaying a valid disabled badge.
The advertised terms require vehicles parked in marked disabled bays to display the appropriate Blue Badge and/or disabled permit, as issued by the operator.
This is clearly outlined by signage, and the onus is on the driver to ensure compliance with the terms.
Retrospective evidence of authority to park will not be accepted; therefore, claims or copies of a blue badge will not be considered for cancellation.
It has been noted that you are appealing the charge as the keeper of the vehicle and are not prepared to name the driver.
Under Schedule 4 of the Protection of Freedoms Act 2012 (‘the Act’), Parking Control Management (UK) Ltd may seek to recover unpaid parking charges from the registered keeper of the vehicle.
The conditions of the Act have been satisfied and as, to date, the full name and “address for service” for the driver have not been provided, we reserve the right to exercise our right to purse you, as the keeper.
Your representation consists of a well-rehearsed template appeal that is heavily circulated on the internet and does not provide any direct response to your case.
I must advise that none of the points you have raised hold any merit in terms of an appeal.
The facts remain that the vehicle was parked without displaying a valid blue badge, contrary to the advertised terms and conditions.
The vehicle was parked in close proximity a sign outlining these contractual obligations.

In light of the above and upon review of your case, I am confident that this charge was correctly issued.
Accordingly, this appeal is dismissed.
You now have a number of options;

If you decide to use the independent appeals service, the offer of a discount for early payment will be withdrawn, and the full parking charge of £100.00 will apply for a further 28 days in the event that your appeal is rejected.
Please note that the independent adjudicator is unable to cancel a charge on grounds of mitigation and the decision will be based on facts and evidence only.
The IAS will also not consider cases where the charge has been settled.

If no payment is received within 28 days we may refer your case to our instructed debt Recovery Company and/or Solicitors, at which point the charge will increase to £170.00.

If you move in the next 6 years, you should contact the Data Protection Officer for UKPCM and inform them of your new "address for service". This protects you:
If they issue a claim to your new address you will receive it and can defend.
If they "accidentally" issue a claim to your old address and obtain a Default Judgment then you can ensure that this is set aside at their cost using the binding appeal in Vehicle Control Services v Carr.
